Can Greece students or work-permit holders skip the residence fee?

Greece citizens themselves aren't on the harç-exempt nationality list. But student and work-permit holders of any nationality - including Greece - are exempt from the residence harç under Law 492 Article 88: the $25/$5 harç drops to zero.
